Introduction to Technical Regulations on Fire Safety in Buildings and Venues Part V

Law No. 15/2021 "Legal Regime for Fire Safety in Buildings and Venues" clearly stipulates that the technical code for fire safety shall specify protective measures relating to the design and construction of buildings, fire safety systems, and preventive measures to avoid the occurrence of fire, and this technical code is approved by the supplementary regulation.

To this end, the Macao SAR Government, based on the continuous evolution of fire safety and building technology, summarized the practical experience and technological development over the years, combined with the actual situation in Macao, and made reference to the Fire Safety Regulations approved by Decree 24/95/M, formulated the new administrative regulations approved by the "Technical Regulations on Fire Safety in Buildings and Venues". To replace the implementation of more than 20 years of "fire safety regulations".

The new administrative regulations and the approved "Technical Regulations on Fire Safety of Buildings and Venues" will come into effect on August 17 this year to further improve the technical specifications for fire prevention, which have the following eight main aspects, the fifth part is: Adjusting and improving the technical requirements for fire safety - The "Technical Regulations" have updated the technical requirements for fire safety in response to the development of practical experience and scientific and technological level, and filled in some matters that lacked specifications in the past. For example, new buildings with more than 40 storeys or a height of more than 120 metres used for residential purposes are required to provide a fire shelter layer as a mandatory requirement to enhance the evacuation and rescue conditions of high-rise residential buildings in the event of fire.

In addition, there were several LPG explosions in food outlets in 2011 and 2018, which aroused great concern in the community about the safety and regulation of fuel use in food establishments. To this end, with the opportunity of this legislation, the Technical Regulations clearly require that places using gas stoves must be equipped with gas detection and alarm devices, so that the personnel of the place can immediately discover the safety risks of gas leaks and take timely countermeasures, so as to enhance the operation safety of businesses.
