[Requirements for registration of Third Party Qualified Entities evaluating Fire Safety Professional Programs]


(1) Any private entity which is not a natural person, including in particular a company, association or consortium, or a public entity, may be registered.


(2) The FSD may accept the application for registration as long as the applicant third party entity, in particular, proves that it has the ability to provide quality fire safety assessment and testing services, especially in performance-based design, on the basis of the academic qualifications and scientific and technical capabilities of the technicians employed by it, the resources involved in the provision of services and deep qualifications.


3. The third party entity making the application must demonstrate that it meets both of the following requirements:


(a) the objectives of the company or organization are consistent with the evaluation and testing services to be provided;


(b) having technical and scientific experience and qualifications suitable for the assessment and testing services to be provided;


(c) having at least three persons with long-term internal ties to the entity and possessing fire safety and, where applicable, performance-based design [" Performance-based design. "design" means a technical method for providing fire safety solutions for buildings and sites based on risk analysis related to practical experience, test methods or calculation methods, and innovative technologies in building regulations or fire safety systems, in lieu of a technical establishment composed of engineers with technical and scientific competence in the aspects of the solutions prescribed by regulatory laws;


(d) having the infrastructure, laboratories, documentation and information resources necessary to provide fire safety and, where applicable, performance-based design assessment and testing services by itself or by other means, in particular through participation in organizations or societies;


(V) familiar with planning and design management methods, as well as the operation of fire safety performance-based design solutions;


(f) regularly engage in assessment, testing or planning in relation to fire safety and, where applicable, performance-based design;


(7) Comply with the tax status of the Macao Special Administrative Region and the norms of contributions to the Social Security Fund.


4, the entity's performance assessment

To monitor the operation of the qualification system, FSD may conduct an analysis of the performance of the registered third party entities to assess whether the services provided by them in the MSAR maintain appropriate quality standards, as well as the evaluation of their level of performance by the relevant clients and other participating public entities with competence in the construction area.


5. The Fire Department may refuse or deregister the registration of a third party entity, or refuse to renew it:


(a) does not meet or no longer meets the requirements of Article 3;


(b) failure to provide all the information or documents required to verify compliance with the requirements of Article 3 within the period specified by the Fire Station;


(c) provide false statements or submit false, forged, altered documents, or use any other fraudulent means;


(4) any of the obstacles specified in Article 4 have occurred;


(e) a negative performance assessment arising from the implementation of the monitoring work referred to in the preceding section.


6. The FSD shall maintain and continuously update a list of valid registered third party eligible entities, including the relevant names, registration numbers and expiry dates, and publish it on its Internet website and on the electronic platforms of applicable public administrations.
